ED Quality Solutions, LLC was formed by career Emergency Department (ED) professionals to promote excellence in the delivery of Emergency Medical Care services. Our mission has expanded to include inpatient and outpatient education as well. The goal is to serve our clients’ continuing educational, consulting and liability needs effectively, innovatively and at a reasonable cost. Our experts have helped hospitals in over 40 states leverage our extensive national experience.

Robert Broida, MD, FACEP - President of ED Quality Solutions

Robert I. Broida, MD, FACEP is the President / CEO of ED Quality Solutions, LLC. He is a board-certified Emergency Medicine  Physician with over 20 years experience. His areas of expertise include emergency department risk and quality management, professional liability and patient safety. Dr. Broida has a strong track record of improving ED operations and patient experience through innovative quality, efficiency, safety, and satisfaction initiatives. He founded ED Quality Solutions, LLC in order to promote excellence in emergency care on a national basis.

Dr. Broida was previously the Chief Operating Officer of Physicians Specialty Limited, Risk Retention Group (PSLRRG), a South Carolina captive insurance company, and served on its Board of Directors. He was a founding member of the US Acute Care Solutions (USACS) National Clinical Governance Board, where he chaired the Risk Management Committee.


National Appointments:

Dr. Broida is an active member of the national American College of Emergency Physicians (ACEP) Medical-Legal Committee and the Emergency Medicine Practice Committee.

Dr. Broida represented ACEP on The Joint Commission Technical Expert Panels for Comprehensive Cardiac Centers and Stroke Certification. These national expert panels set new standards for all levels of Cardiac and Stroke Center Certification. He previously served as the ACEP appointee to the AMA National Task Force on Opioids and the Joint Commission’s Professional Technical Advisory Committee (PTAC).

Dr. Broida was appointed to the ACEP Clinical Data Registry Task Force after serving on the Quality Measure Technical Expert Panel. He is the past Chair of the ACEP Section on Quality Improvement/Patient Safety.

Robert Bitterman, MD, JD, FACEP - EMTALA Training Classes

Dr. Bitterman is a physician-attorney and consultant specializing in EMTALA Compliance and Emergency Medicine Risk Management. He is CEO of Bitterman Health Law Consulting Group, which has its particular focus on Federal laws and regulations governing hospital-based Emergency Services and complex Emergency Medicine liability. Dr. Bitterman has served as a consultant to the American College of Emergency Physicians (ACEP) and other healthcare organizations, hospitals, peer-review organizations and law firms throughout the country on EMTALA and Emergency Department quality, legal, and risk management issues. He is frequently invited to speak at national conferences, and has published extensively on federal laws (EMTALA), state laws, and risk management, and administrative issues concerning Emergency Medicine and patient transfers.

He is the physician editor of the Emergency Department Management Letter, a contributing editorial board member for the Emergency Department Legal Letter, and past Chairman of the national ACEP Medical-Legal Committee. He has published extensively on EMTALA and ED risk management issues, including authoring the comprehensive text “Providing Emergency Care under Federal Law: EMTALA.”

Dr. Bitterman earned his medical degree from Wayne State University and his law degree from the University of Detroit. He completed an Emergency Medicine residency at the University of Cincinnati and practiced Emergency Medicine for over 30 years.

James Augustine, MD, FACEP - ED Quality Solutions

James J Augustine, MD, FACEP is a nationally-known leader in emergency medicine, as well as EMS Medical Director and a Clinical Professor in the Department of Emergency Medicine at Wright State University in Dayton, Ohio. He currently serves as Vice President of the Emergency Department Benchmarking Alliance (EDBA) as well as Medical Director with Fire Rescue agencies in Atlanta, Georgia, Naples, Florida and Dayton, Ohio.

Dr. Augustine has served in many roles for the American College of Emergency Physicians (ACEP), where he just completed his final term on the Board of Directors. He also served as Chair for The Joint Commission Hospital Professional Technical Advisory Committee (PTAC), and on their Board of Commissioners. Jim is a former member of the faculty at Emory University Department of Emergency Medicine.

Dr. Augustine is a national consultant, author and speaker on Emergency Department operations, data and design. He has over 250 publications in the fields of emergency medicine and emergency medical services. His career focus has been on the improved performance of Emergency Departments, specifically ED design and flow.

A Faculty Member for the multi-year course “Emergency Department of the Future” at the Harvard University School of Design in Cambridge, Massachusetts, Jim has worked with multiple architectural firms on educational programs and design projects. These include ED redesign projects, focused ED renovation and greenspace designs.

Jim has served multiple stints as an ED Medical Director in large and small ED’s. Each of these resulted in improved operations and program enhancements in the ED and hospital.

Louise ANdrew, MD, JD, FACEP - Litigation Stress

Louise B. Andrew, MD, JD, FACEP, FIFEM is a fifth-generation physician trained and certified in Internal Medicine and Emergency Medicine at Duke and Johns Hopkins, where she was Assistant Professor.

Dr. Andrew served on the American College of Emergency Physicians (ACEP) Executive Committee and as Speaker of the ACEP Council. She chaired the Personal and Professional Well Being Committee, the Public Relations Committee, the Bylaws Interpretation Committee, as well as various subcommittees of the Medical Legal Committee.

Dr. Andrew is an attorney, and a national leader on physician wellness, risk management, litigation and regulatory stress management, dispute resolution, the ethics of medical expert testimony, women’s issues, and physician depression and suicide. She co-founded, and has led a number of service organizations, including the American Association of Women Emergency Physicians, the International and Wellness Sections of ACEP, the Society for Professional Well-Being, and the Coalition and Center for Ethical Medical Testimony.

She has received numerous awards, including the inaugural Distinguished Alumni Award from Johns Hopkins Emergency Medicine and the ACEP James D. Mills Award for outstanding service to Emergency Medicine (2006). She is an ACEP charter Life Fellow and charter Fellow of the Order of the International Federation of Emergency Medicine (IFEM).

Louise practiced Emergency Medicine for many years, and now does mission work in several countries. She teaches, counsels and sometimes mediates between physicians, hospitals and attorneys on aspects of physician and attorney wellness, behavior, litigation and regulatory stress management, and suicide prevention.

Maya Heinert, MD, MBA

Maya Heinert, MD, MBA, FAAP  is a double board-certified physician with over 20 years of clinical and leadership experience in Healthcare. Dr. Heinert’s range of clinical experience spans national healthcare enterprise, managed care, primary care, and private industry. She brings expertise in organizational health, leadership, human health and wellness, and employee engagement. Her personal focus centers on increasing strength and wellness within organizations by engaging the workforce and inspiring collaboration and personal ownership.

Dr. Heinert is Board Certified in General Pediatrics and Pediatric Emergency Medicine and completed her medical studies and training at Wayne State University School of Medicine and The Children’s Hospital of Michigan / Detroit Medical Center. She earned an executive MBA from California State University Sacramento.

Dr. Heinert currently serves as Medical Director for Central California Alliance for Health and provides private consulting in executive and organizational health.

David Chand, MD, FAAP

Dr. David Chand joined ED Quality Solutions in 2019. He serves as a Medical Director for Aetna Insurance, as well as a practicing Pediatric Hospitalist. He held Operational Excellence and Innovation leadership positions at Akron Children’s Hospital from 2008-2019. His professional experience also includes two years as a Business Management Consultant for McKinsey & Company, where he focused on implementing growth strategies and operations improvements for major healthcare providers in the U.S. and Canada.

Dr. Chand earned his B.S. and M.S.E. in Biomedical Engineering from The Johns Hopkins University. He then earned his M.D. through the Health Sciences and Technology program at Harvard Medical School and The Massachusetts Institute of Technology. David completed his internship, residency, and chief residency in pediatrics at Rainbow Babies & Children’s Hospital in Cleveland, Ohio. In 2011, he earned his Master of Business Operational Excellence and Six Sigma Black Belt from the Fisher College of Business at The Ohio State University.

Amit Arwindekar, MD, MBA, FACEP

Amit Arwindekar, MD, MBA, FACEP is a clinical leader and educator practicing emergency medicine in Chicago, IL. His passion is building the systems to make high-quality emergency care accessible to all patients. As a physician leader, he has improved efficiencies in urban community and academic emergency departments. Notable past experience includes ED Medical Director at Mercy Hospital in Chicago as well as appointment to a risk management committee for a national ED group.

Dr. Arwindekar received his medical degree from the Georgetown University School of Medicine and his MBA from the McDonough School of Business.

Gina Carbino, BSN, RN, CEN - ESI Triage Class - ED Quality Solutions

Gina Carbino joined ED Quality Solutions in 2017. She lectures at professional conferences at a national level and has accepted national awards from the Emergency Nurses Association, the Board of Certification for Emergency Nursing (BCEN), and the International Association of Forensic Nurses.

She maintains multiple national certifications in critical care, emergency nursing and forensics. Gina is one of four women in the world to maintain all five BCEN certifications.

She is currently a clinical educator at a large university hospital and is working towards her nursing doctorate degree. Gina spends her free time sharing her passion for learning.


Most of Gina’s professional career has been spent clinically – practicing at the bedside.  This core background formed the basis for her teaching endeavors.

Gina has served as a clinical educator, system educator, and coordinator of nursing internship and mentorship programs with a focus on both critical care and emergency nursing.

A leader on both state and national levels, she has served as the South Carolina Statewide Forensic Nurse Coordinator and the Coordinator of the Coastal Regional Human Trafficking Taskforce.

Gina holds multiple certifications from the BCEN, IAFN, and the American Association of Critical Care Nurses.  She is an active member of the South Carolina Association of Nursing Professional Development, the International Association of Forensic Nursing, the Emergency Nurses Association as well as the American Nursing Association.

Monica Cooke, BSN, RN, MA - Workplace Vilence - Behavioral Health

Monica joins ED Quality Solutions as a nationally recognized expert in the field of Behavioral Health patient safety, risk management and healthcare workplace violence. She has more than 30 years of experience in the field serving in clinical, administrative, and executive risk/quality positions. Her passion is to partner with organizations to identify opportunities to mitigate risk caring for behavioral health patients throughout the continuums of care via onsite assessments and support.

Monica has lectured extensively at national and state levels, including the ENA’s National Convention and has authored textbook chapters on Behavioral Health Risk Management and Suicide Risk Screening, as well as numerous newsletters and journal publications. She is Past President of the Maryland-DC Society for Healthcare Risk Management (MD-DCSHRM) and of the Maryland Association for Healthcare Quality (MAHQ). She has served on multiple committees for the American Society for Healthcare Risk Management (ASHRM) and has contributed to several ASHRM publications.

In 2006, Monica founded Quality Plus Solutions LLC, a Behavioral Health Risk/Quality Management Consulting firm. Monica also has had many years of Legal Nurse Expert work and as a Certified Psychiatric/Mental Health Nurse. She continues to practice as an RN in a detox and rehab treatment setting twice a month.

Jessica Munoz, MSN, APRN

Jessica R. Munoz is an emergency medicine nurse practitioner who works clinically in Honolulu, Hawaii, where she was awarded Nurse of the Year in 2007.

She earned her BSN at California State University – Long Beach and her Master’s Degree at University of Hawaii – Manoa.

Her passion is prevention of child sex trafficking and creating uniquely designed programming to meet their needs. Over the past 12 years she has published articles, provided training and strategies on identification, intervention, and response for hundreds of health care professionals, service providers, law enforcement, and community leaders.

Jessica channeled her energy into founding a non-profit organization, Ho’ōla Nā Pua (HNP) which means “New life for our children.” Its mission is the prevention of child sex trafficking and providing care for exploited youth.

An enthusiastic and engaging speaker, she joins ED Quality Solutions to further spread the word about this nationwide problem facing children and young adults.

Cindy Wright, RN, CLNC, CPC - ED Nursing Documentation Class

Cindy Wright, RN, CLNC, CPC joins ED Quality Solutions with over 20 years of nursing leadership experience including critical care and emergency nursing. For the last 13 years she served as Vice President of Clinical Operations for a regional ED physician staffing and practice management company, responsible for the day-to-day physician practice operations at 16 client emergency departments.

Cindy assisted hospitals with national certification as Trauma / Stroke / Chest Pain centers as well as with TJC accreditation visits. She helped hospital systems set up free standing ED’s and taught ESI Triage and Patient Satisfaction classes.

She participated in LEAN and SIX SIGMA initiatives and developed a robust quality and risk management program for the physician group, which she represented on multiple hospital quality and risk management committees. She led ED risk assessments to identify areas of potential risk to patient safety and produced comprehensive and actionable reports to hospital administration and ED leadership.

Cindy worked clinically and held various certifications, including CCRN, CEN, TNCC, ACLS, and MICN. Additionally, she became a CLNC (Certified Legal Nurse Consultant) and worked with both plaintiff and defense attorneys to review medical records and plan legal strategy. Most recently, she earned her CPC (Certified Professional Coder) certification and has educated physicians on proper documentation to minimize risk and maximize reimbursement.

Dan’s experience includes over 35 years of healthcare leadership roles in facilities ranging from rural Level IV trauma centers to large academic health systems including level I trauma services as well as multi-site and free-standing emergency departments.

He has collaborated with multi-disciplinary, cross-functional teams including community stakeholders to achieve improvement in key performance metrics through process and facility re-design.

Pam Bartley, BSN, RN, CEN

Pam Bartley has over 30 years’ experience as an Emergency Nurse and educator. In 2011, she started her own company to work full-time on her passion, teaching CEN, CPEN, TCRN, and CCRN Review Courses. Additionally, she teaches BLS, ACLS, PALS, TNCC, and ENPC.  She joined ED Quality Solutions, LLC in 2017 in order to reach a broader audience by offering online nursing education classes.

In 2001 and again in 2013, Pam was elected as the South Carolina Emergency Nurses Association’s President. In 2014, Pam was honored as the South Carolina Area Health Education Center (AHEC) Educator of the Year. In that same year, she was selected for the ENA Board Mentoring Program and the Academy of Emergency Nursing’s EMINENCE Mentoring Program.

Pam Bartley is a contributing author of Emergency Nursing: The Profession, the Pathway, the Practice through the Honor Society of Nursing Sigma Theta Tau.
